Unicode is developed by the Unicode Consortium, but happens in consultation with the ISO that works on ISO/IEC 10646.
Unicode is a characterset that tries to provide a unique number for every character, no matter what the platform, no matter what the program, no matter what the language.
It's development started in the beginning of the 90s. The current version is Unicode 6.3 (released Sept 2013)
There are several encoding methods developed for this character set. See UCS and UTF for more information.
